Программно-целевые методы управления бюджетным процессом используются при финансировании отдельных государственных программ социального и экономического развития. Данный метод дает возможность выявить источники ресурсов для выполнения программ и определить эффективность этих программ. Сущность программно-целевого метода управления бюджетным процессом заключается наиболее эффективном использовании бюджетных средств с целью получения конкретных результатов. Программно-целевой метод тесно связан с балансовым, нормативным и экономико-математическими методами и предполагает разработку плана начиная с оценки конечных потребностей исходя из целей развития экономики при дальнейшем поиске и определении эффективных путей и средств их достижения и ресурсного обеспечения. Внедрение этих методов в бюджетный процесс Российской Федерации считается особенно актуальным, поскольку позволяет создать прозрачный механизм формирования программного бюджета, установить уровни ответственности за достижение программных результатов и добиться существенных изменений в развитии экономики. Целью работы является комплексная оценка эффективности реализации муниципальной программы городского округа город Салехард «Развитие образования» посредством изучения ключевых показателей, отражающих качество, доступность и результативность применения программно-целевого метода планирования в муниципалитете. В работе проведен анализ применения программно-целевого метода в планировании. На основании проведенного исследования и выделения основных проблем, препятствующих повышению эффективности применения программно-целевого метода планирования, предложены меры по повышению его эффективности и реализации.

Program-oriented methods of budget process management are used in financing individual state programs of social and economic development. This method makes it possible to identify sources of resources for the implementation of programs and determine the effectiveness of these programs. The essence of the program-oriented method of budget process management is the most effective use of budget funds in order to obtain specific results. The program-target method is closely related to balance sheet, regulatory, and economic-mathematical methods and involves the development of a plan starting with an assessment of final needs based on economic development goals, while further searching for and determining effective ways and means to achieve them and resource provision. The introduction of these methods into the budget process of the Russian Federation is considered particularly relevant, as it allows to create a transparent mechanism for forming a program budget, establish levels of responsibility for achieving program results and achieve significant changes in the development of the economy. The purpose of the work is a comprehensive assessment of the effectiveness of the implementation of the municipal program of the Salekhard city district "Development of Education" by studying key indicators reflecting the quality, accessibility and effectiveness of the application of the program-targeted planning method in the municipality. The paper analyzes the application of the program-target method in planning. Based on the conducted research and the identification of the main problems that hinder the effectiveness of the application of the program-targeted planning method, measures are proposed to improve its effectiveness and implementation.
